If you are getting 2 MB/s, then you are getting a good amount of your speed already. It takes 8 Mb to make on MB, so a 22 Mb a second should get you an estimated 2.75 MB/s download speed. Speed test shows speeds in Mb (Megabits), Steam shows speeds in MB (Megabytes). Steam should seriously think about updating their servers. On I have over 22MB/s download speed, but on steam it is barely over 2 MB/s, this is ridiculous, changing the download region gives little to no effect.
